Administration and Supervision.

I consider that any attempt to divide up the

administrative duties for the various activities, Junior

Technical School, Trade School, Continuation Classes, etc

would be wrong and would lead to unnecessary complications

and to uneconomical working.

I propose that during the years of initial

development at least, the whole should be under "The Principal,

Trade and Technical Schools"; that the Senior European in the

Junior Technical School, Engineering Department of the Trade

School, and the Building Department of the Trade School should

rank as Heads of Department whose duties are almost entirely

instructional. On such occasions as the Principal may be absent

from the Colony, the Head of the Engineering Department would be

"Acting Principal". I am against any appointment of Deputies for

the time being as I have noticed that Deputy Principals in small

colleges tend to do less and less instructional work and rather

tend to duplicate the Principal's work.

In view of the probably auditing of the somewhat

large stocks usually on charge in a Trade School, a good stores

account clerk would be essential. I think a second clerk for

correspondence, filing, etc., would also be essential.

Fees.

In connection with Technical Training in its

various branches, the Government Policy may be divided into two

parts

(a)

To improve the type of artizan, foreman, etc.,

in the Colony by giving the correct type of

education to the sons of THE ARTIZAN CLASS.
